Use Presidential emergency powers to require hospitals to treat symptomatic patients with a recent travel history to west Africa as Ebola risks, and provide nurses and other hospital workers performing medical treatment and handling medical waste with level 3 personal protective equipment prior to confirmation of the disease to prevent recurrence of the Texas healthcare workers transmission. In addition, requirement for the buddy system during donning and doffing of level 3 suit up, with decontamination spray-down and blue/black-light post-doffing inspection, should be made mandatory for the duration of the epidemic in Africa, and such donning and doffing should be required to be performed in temporary containment tents at the entrance and exit points (not the hospital hallways).
