Use the President's Article 2, Section 3 authority to convene Congress to appropriate funding to fight Zika virus

Zika virus is a rapidly-spreading mosquito-borne epidemic that causes severe birth defects in the babies of women who were pregnant when they caught the disease. There is presently no vaccine, and hundreds of thousands of unborn children are at risk. Funding is urgently needed to support vaccine development, as well as to fund mosquito abatement and other measures to slow the spread of the virus. The Republican-controlled Congress adjourned without appropriating the needed funding, thus condemning tens of thousands of unborn children to death or severe, lifelong mental and physical handicaps. The President has authority under Article II, Section 3 of the Constitution to "convene both houses, or either of them" on "extraordinary Occasions". We ask that he exercise this authority.
