We want the Federal government to use public funds to encourage all States to amend parental custody laws to ensure that paternal rights of rapists are terminated. Without such protection, rape survivors face court battles involving additional expenditures of their time and financial resources to fight off custody and visitation challenges. Many attackers use such threats to prevent the victim from going ahead with criminal proceedings. This injustice must end.
