Presently the GOP is deciding to not even hold hearings on any of the President's SCOTUS nominees. They've been holding a lot of nominees to posts hostage over the term of our current President. This is pure defiance and they started it back in the election after his first two years when they took control and proved they would be obstructionists.
President Obama was elected, twice, to do his job. They were elected to do theirs. They aren't doing theirs by not holding hearings, and confirmation votes.
It is well within the scope of the Presidency to make recess appointments. Luckily Easter is coming. Guess who is going on recess.
