"We believe the Obama Administration should" is displayed as the mandatory introduction when anyone starts to create a petition at this site,* yet it is inexplicably changed to "WE PETITION THE OBAMA ADMINISTRATION TO" right before it is activated.

Whereas this lack of agreement is obviously not a major problem, it is significant enough that some petitions might very well wind up being worded differently if their authors were fully aware that their introductions would be altered. After all, "We believe .... should:" creates a much less forceful and demanding impression than does "WE PETITION .... TO:" - especially when this final version is emphasized by a change to ALL CAPS.
