"We believe the Obama Administration should" is displayed as the mandatory introduction when anyone starts to create a petition at this site, as can be verified by clicking on "CREATE A PETITION" above. On the final page of the 4 step petition creation process, however, that wording is inexplicably changed to "WE PETITION THE OBAMA ADMINISTRATION TO."

Whereas this lack of agreement is obviously not a major problem, it is significant enough that some petitions might very well wind up being worded differently if their authors were fully aware that their introductions would be changed. After all, "We believe .... should" creates a much less forceful and demanding impression than does "WE PETITION .... TO" - especially when this final version is emphasized by a change to ALL CAPS!
