Infrastructure Federal Bonds targeted for infrastructure benefit only. Interest paid to be tax exempt.
Allows citizens to support infrastructure maintenance and improvement,similar to Liberty Bonds. Secondly, allows citizens to save for the future ie:education,retirement,???.
A similar program could be developed for higher education. Again interest tax free Monies raised would be used for K-12 improvements. At maturity, principal and accrued interest, would be paid directly to the higher education institution or they would receive a tax break of equal amount.
The tax free interest should be covered by increased tax revenues due to economic expansion from a modern infrastructure and a better educated populous.
