Stop using the "use it or lose it" fund allocation system, this system causes government entities to spend their entire budget frivolously towards the end of the fiscal year because if they do not spend it all they will get less next year.
This petition suggests that in place of the "use or lose" system we instead implement a system that encourages saving.
Govt. entities that save a portion of their budget receive the same amount next year, and 30% of the savings go back to the Federal Govt. with 70% of the savings being invested in Govt. bonds. This way the Govt. entity in question may save for a large purchase.
Govt. entities that spend all of their budget have 2 options:
1) They may take a 5% budget reduction to encourage saving.
2) They get audited to prove they need the whole amount.
