Why create headaches. Use the simple economic process of taxing issues that our society wishes to eliminate or at least decrease substantially. Doing this solves three problems. Decreases the purchase, ownership and transferal of weapons/ammo, increase the federal budget and sidesteps the idea of eliminating peoples second amendment rights. Citizens can still own guns and ammo, but they'll have to pay for it.
