Use the United States' sanctioning powers available under the Pelly Amendment against Japan until they stop whaling

Every year in the village of Taiji in Japan, thousands of dolphins and whales are trapped and killed by local fishermen. Their flesh is sold as whale meat in markets.Several dolphins are also kidnapped, and transported to marine parks all over the world in large containers, just for monetary gains. The Japanese Government has responded by saying 'Respect our right to food'. I fail to understand how whale meat, which has high mercury content, can be regarded as a source of food! Whales and dolphins are mammals like us, they too have feelings. InTaiji, they are forcefully separated from their families and are left to suffer. I urge President Obama to use the US' sanctioning powers under the Pelly Amendment against Japan, until they stop whaling permanently.
