Use unused state funding to pay off national debt.

Each fiscal year, the government gives states funding for whatever they need to use it for. However, if the funding is not used by the end of the fiscal year, the funding is taken back and redistributed.

Instead of redistributing this money, the government should use that currency to pay off the federal debt.
