Over the past 15 years, Hugo Chavez and Nicolas Maduro have worked in concert with Cuba (as "G2") to impose totalitarian control over the Venezuelan economy, eliminate the separation of powers & due process of law, shred human rights & civil rights, ration food, increasingly militarize the country, and sponsor armed terrorist organizations to threaten unarmed civilians (Tupamaros, "colectivos"). https://www.hrw.org/americas/venezuela
The OAS has taken no action as Venezuela provides funding to the governments of dozens of poor countries who vote in unison with Venezuela to avoid losing their funding.
Consequences of not acting now are:
1. Chaos: Beatings, jailing, torture, & murders of civilians
2. Spread of Fascist Dictatorship in this hemisphere
3. Exodus of refugees seeking US asylum
