The ISIS/ISIL offensive in Iraq threatens to establish a caliphate, or Islamic state, in the territories it controls and seeks in Iraq and Syria; and, to ultimately use this Islamic state to attack the United States. This should be responded to by calling together the Global community to negotiate an omnibus peace treaty of all Middle East disputes, that would have as its ultimate stated purpose a unified global front against terrorism and Islamic fundamentalism. Toward this end, we propose an American sponsored 21st Century “Yalta,” with US Navy aircraft carriers now based in the Middle East to be utilized as secure base of operations for the President and all heads of states and their embassaries to come and go as long as necessary, and until such negations have been fully consummated.
