use USPS to bring broadband access to all addresses

Article 1 Sec 8 requires a Post Office and to post roads. In the 21st century traditional mail is being replaced with email that travels on an information highway. It is therefore proposed to transform the USPS into a broadband provider as well as traditional delivery service regulated to charge whatever is necessary to maintain services, payroll with enough profit to improve services with future technologies. One system would provide uniform service and accessibility to all Americans.
