SAFE OWNWERSHIP AND USE OF FIRE ARMS:
Using the process AND rules for ownership and operation of motor vehicles as a guide for Guns:

1. Every firearm must have an ID number (recorded in a national data base).
2. A book of rules governing the ownership and use of said firearm must be written in two parts (a) Federal (b) State
3. Permit to enter training for the use of a given firearm.
> Background check, an approval.
4. Upon successful approval of "Safe operation, storage and use of said firearm" one become eligible to request a "PERMIT" to own said firearm.
5. Upon successfully being approved, a gun ownership permit can be issued.
6. All owners are responsible for any and all action of said firearm.
