The Federal governments role in protecting the lives and security of it's people from all risks is never in dispute. It's scientific assessment side, from NASA, EPA NOAA and the greater world scientific community have been in agreement.
The security apparatus, the Pentagon, has rated Climate Change the #1 world security threat, as has the President.That Congress has failed to act has to do with the undue influence of fossil fuel lobbies on our national discourse, and payments to political campaigns.
Congress must act, has part of it's duty to protect us, and since they have not, the President must use his Article II Section 3 power to compel them to stay in session, if necessary empowering federal marshals to enforce his Constitutional power.
