It is known that at the current rate that drought is affecting the west coast, our economy will be drastically affected.
There is a vast amount of patented technology available that could be utilized to combat this emergency. Example; (The Perforene membrane: Lockheed Martin Corporation;http://lockheedmartin.com/content/dam/lockheed/data/ms2/documents/Perfor...) or (WaterFx; http://waterfx.co/) to name a few.
The U.S. Bureau of Reclamation created the Columbia Basin Project in Washington State in 1905 which provides storage water for irrigation. Something can be done! Water is a essential for all life. We do not need more Dams when we can utilize the ocean which holds 96.5% of the Earth's water supply. Action speaks louder than words Mr. President!
