utilize decomissioned military and civil government hardware.for ready use in major disasters domestic and international

Excess federal assets, e.g. naval ships, aircraft, construction equipment, etc.,are currently either scrapped or sold at auction.
This petition proposes that useful assets be retooled for use in major humanitarian efforts to have stocked and ready to be used when and where required. A seperate humanitarian relief service seperate from, but coordinated with, the military should also be considered.
