Despite the inability of a derelict Congress to supply the necessary appropriations for a functioning government, Its members continue to enjoy salaries that are on average three to five times higher than most federal employees. Whereas an exercise of Executive Impoundment of these unearned salaries will not convince all members who stall appropriations, only a few are needed to ensure prompt passage of a bill that can be signed and executed in good faith.
