In a Catch 22, research on its effectiveness in treating the scourge of PTSD and other disorders is not proceeding thanks to the Public Health Service dissuading study.
Meanwhile the Justice Department is officially DISALLOWING the the basis the other two agencies are using as their JUSTIFICATION!
