We consider Maduro illegitimate, due to electoral fraud, the refusal of the National Electoral Council to do a re-count of the votes, and the refusal to do a full audit of the recent Venezuelan Presidential Election. There was electoral fraud in Venezuela. That's the conclusion leading to the report "International Support Mission to Observe Presidential Elections in Venezuela April 14, 2013" prepared by the Institute of European Studies, which was presented on June 19th by the president of this entity and member of the European observer mission, Gustavo Palomares. More than 1,300 irregularities recorded in listed the presence of armed men in the polls, the transport of persons or unidentified "assisted voting" among others, which again put against the legitimacy Maduro as head of state
