Verification and Psychological evaluations for police officers to truly confirm they have the necessary qualifications

There are too many instances of police officers who are not even knowledgeable of the laws they have sworn to uphold.
Also the increase amount of un-provoked violence they display is alarming on a psychological level. Brings into to question as to whether some of these officers qualifications were truly vetted. There is rising distrust in law enforcement due to the actions of these police officers. Our citizens should feel protected and the officers who are actually qualified to carry a gun and badge should not be punished because of the few who have a blatant disrespect and disregard for the law.
