A fair response to a bad program for veterans who wanted to go to school after their service had ended. The Veap program was unfair and did not take into account the financial condition of the service member or his or her family. At some if not all posts during this period of time, service members who had familes were required to live off post and they were given very little in financial help to do so. The burden of maintaining off base living in most cases did not allow for any contributions to any program.
Service members have been disallowed any GI bill coverage because the VEAP program was the only educational allowance program in place at that time.
