Permit a traditional land lottery of unused federal lands adjacent to private lands for veterans to own and develop.
The federal government holds the bulk of land in the Western United States, which, if made available to veterans as in years past, could stimulate home ownership, construction, mineral development. This would stimulate economic growth, enhance the tax base of the local and state governments involved and provide an incentive to
potential service members beyond or in lieu of college tuition benefits. Wasted land then becomes a private asset, beneficial to individuals, industries, local economies and increases tax revenues, directly and indirectly. All for the cost of a simple survey, much of which might be performed by the Corps of Engineers.
