Veto the budget bill that was just passed by Congress as it contains a form of the CISA 2015 bill that is unrelated.

Essentially Congress is "sneaking" in the CISA 2015 bill as a rider to the budget proposal. Even though this is currently legal it is highly inappropriate since not approving the budget might be considered a PR nightmare for most congressman.
