H.R. 674 is a bill that, beginning in 2013, would repeal Sec. 3402(t), which Congress enacted as part of the Tax Increase Prevention and Reconciliation Act of 2005, P.L. 109-222.
Sec. 3402(t) requires a 3% withholding from payments by the federal or state governments or their instrumentalities or subdivisions (including multistate agencies) to any business for services or property that is delinquent on their taxes.
