The proposed "Veterans Identification Card Act 2015" requires the Secretary of Veterans Affairs to issue a photo identification card to ANY veteran who requests it, presents a copy of their DD-214 or other official document describing their military service, and who pays a fee.
There is no requirement for an honorable discharge, and discharge characterization won't appear on the card. Indeed, a veteran with a dishonorable discharge could be released from Leavenworth, take his DD Form 214 to the nearest VA office, pay a fee, and get a federal ID credential attesting that he is a veteran.
Some veterans could abuse the prestige of this government-issued ID to gain undeserved credibility. Please veto it and ask Congress for a more restrictive bill. Thank you.
