The Senate and House have already passed the changes to the BAH rates from dual and single military couples that live within commuting distance of their assigned permanent duty station. The reform calls to give BAH ONLY to the higher ranking spouse at a higher rate. The new rate will be less then the current lower rate to each spouse.
