Because it's a time where most of non immigrants have a wide variety of innovative skills,techical skills practical skills and this will help both the nation(Usa) and us(non immigrants) . The benefit that the USA will be more powerful that what it was now because of the upcoming advance technology which can be done by the non immigrants too as most of them are young innovative minds and so the government as to attract the non immigrants by extending the OPT to 17 months after 1 year of OPT who are in STEM Categorie.
