Terminating human life in the name of National Defense (and National Security) equates to mental illness!
Therefore, We The People of the United States of America recognize that government employees who give orders to have other human beings killed/murdered/destroyed/terminated as acts of war, military training/exercises/operations or otherwise is a sign of mental illness and thus a clear and present danger to National Security.
Henceforth, government employees who engage in aforementioned activities (including the U.S. President and military personnel) should be regarded as mentally ill, and be immediately removed from office or active duty. Psychiatric evaluation and rehabilitation shall be mandatory before returning said government employees into office or active duty once more.
