volunteer firefighters that response from home should not have a courtesy light but a mandatory light

I live in the state of Pennsylvania and volunteer firefighters including myself are mostly volunteer and we respond to the firehouse from our own homes or work or wherever we are when our pagers go off responding to the firehouse means there's an emergency somewhere and in the state of PA volunteer firefighters run either blue or blue n white lights in their vehicle and for people driving the lights are optional to pull over or not its a courtesy light I wanted to be a mandatory light that if you see if the Behind you you have to pull over it's not like we're going to Wawa or anything we are responding to an emergency being stuck behind someone that doesn't move out of Our way delays us from getting to the firehouse and delays our trucks from getting out which can mean life or death
