Before any president of the United States can give a foreign nation military weapons, equipment, or vehicles that has cost tax payers money to build and maintain in the excess of one million dollars, such that but not limit to fighter jets and tanks, there shall be a vote by the citizens of the nation to determine if the majority supports the donations of such equipment/weapons/vehicles. If the result of the vote is that in which the majority of the citizens say no, then the United States Government cannot give the military weapon, equipment, or vehicle in question to the foreign nation in question.
