The electoral college election system accounts for votes assigned to states moreso than the individual votes of each citizen.
Such is the rationale for why a Presidential candidate can receive the most votes in a Presidential election, but still not be determined to be the President-elect of the United States of America.
Thus, to re-enfranchise the American voters whose votes are negated by the electoral college system, let it be enacted by the President of the United States of America, to be made effective immediately and take effect retroactively, through Executive Order, that all state and federal laws concerning determination of the President shall prescribe that whosoever received the most individual-citizen votes shall be determined to be the elected President of the United States.
