The electoral college accounts for electoral figures assigned to states moreso than the majority of votes from real citizens.
Such is the rationale for why a Presidential candidate can receive the most votes in a Presidential election, but still not be determined to be the President-elect of the United States of America.
Thus, to re-enfranchise the voting majority whose votes are ignored by the electoral college system, let it be enacted by the President of the United States of America, to be made effective immediately and take effect retroactively, through Executive Order, that all state and federal laws concerning determination of the President shall prescribe that whosoever received the most individual-citizens' votes shall be determined to be the President-elect of the United States.
