The electoral college election system accounts for votes assigned to states, rather than the individual votes of each citizen.
Such is the rationale for why a Presidential candidate can receive the most votes in a Presidential election, but still not be determined to be the President-elect of the United States of America.
Thus, to re-enfranchise the American voters whose votes are negated by the electoral college system, let it be enacted by the President of the United States of America, to be made effective immediately and take affect retroactively, through any action deemed necessary and proper to do so, that upon review, whichever candidate received the highest number of votes from American citizens shall be determined to have won the position, President-elect of the United States.
