Only people who vote in a particular election may contribute towards the outcome of that election. Consequently Corporations COULD NOT CONTRIBUTE -they do not vote. People from other States or even other Districts could not contribute to elections outside of their venues and spheres of influence. All people represented by the election and only those represented by the election may contribute to that election.
