voting lingo should be in laymen terms,,not double speak nor lawyers term, should be written to a 6 yr standard

ballots info,,,proposal of laws, are misleading most of the tyme, ex: Florida constitutional amendment 1, article X 29,,,if one votes yes,,they screw themselves. this would close the door of new folks wanting to do solar power, the way its written, one would believe number 1 is the right choice,,,hence the electric companies will still have a closed market(legal monopoly), and the CEO get their big bonus,,they dont want citizens doing this. the correct answer would be 2, folks with lower reading skills get screwed,,the ballots should be written in legals term, then layman's term (nor pro/con,just the facts).
