Voting reform, No more Florida recounts!

Encourage participation in the political process by removing barriers to voting such as experienced by Florida in 2008 and 2012. First, remove state's legislative ability to change voting rule and retain legislative changes at the federal level with bipartisan accord with final approval from the American public by referendum. Second, make the first Tuesday of November a legal holiday with incentives, such as, tax credits for those employers who encourage the free uncoerced vote, by giving the day off. Third, institute a federal identification program for voting, based on thumb prints.

To alleviate partisan 'creative' legislation that hampers the voting process without creating undue hardship or discourage voters by standing in lines for hours or not having access to a birth certificate.
