Voting Rights Act 2016

The Voting Rights Act was overturned by The Supreme Court, due to its lack of accountability to all states.
The Electoral College is fair constitutional law, that ensures our executive branch, can relate to the nation and not simply a piece of it. In an attempt to protect its value, I propose a new Voting Rights Act:
1) Election Day be declared a national holiday.
2) All states ID through a low cost, non expiration, yet efficient means. (SS cards and birth certificates)
3) all states allow a minimum of five days early voting
4) Any redistricting can be challenged in local federal courts, when equal representation is questioned.
5) Each state must reach 60% voter turnout, to increase every five years by 2% and capping at 70%.
6) Federal infrastructure funding can be withheld if not met.
