Voting rights based on a positive contribution to society

Grant that a citizen's right to vote for Congressional leaders shall extend only to those who contribute to the common good of the country through 1) the payment of at least 20% of gross income in taxes, or 2) service in the military, or 3) is over 65 and have done 1 or 2 in the past. Thus, those who spend federal money will be elected only by those citizens who pay the bill.
