The US constitution designates the Vice President of United States President of the senate. The senate majority leader has publically stated that he will not honor the constitutional requirement that the senate offer advice and consent for any supreme court nominee submitted by the current president. The current President of the senate should then take the gavel for the purpose of sending the nomination to a committee of his choice or to the floor for a vote.
