Waive student loan debt for people trying to go back to school.

People drop out for many reasons, personal or family issues, financial constraints, pregnancy, but when you take out loans for thousands of dollars it can take a very long time to pay it back with a dead end job. Grant policy states that until it's paid back drop outs can't return with the assistance of a grant. For people living paycheck to paycheck this means seeking the school route for a better life realistically is no longer possible.
