want to return to federal government to, buy back retirement but disable and can not work. and it cost 20 years.

this pettion is for people like me who work for the federal government, at one time. i work for them for 20 plus years
and i took a buy out and left the service. but little did i know
that time were hard and i withdraw my retirement funds, and 20 years.because i had to start all over again in the service.
throught the yearsi have became disable and cant work.so the federal government states that you must return to the government to redeposit the funds to get your anunity retirement. i think this law must change or given carefull thought of people with disabilty. fers ememployee
