Water Conservation: Require restaurants & hospitality establishments to only serve water upon request.

Many states have experienced record droughts recently that threaten not only the environment, but also the economy. The droughts, intense heat and duration of these conditions all have far reaching consequences for communities and businesses. Agriculture suffered from water shortages to the tune of billions of dollars in just 2011. Lost crops & poor ranch & dairy production, all result in higher prices for consumers. Restaurants & other hospitality businesses should be required to serve water to patrons upon request only, even without drought conditions. With a policy like this, restaurant owners can expend less money on payroll, energy & water to clean dishes, many of which go unused by patrons. This policy would help businesses, agriculture, & consumers & ease resource strains.
