Water Solution - Build a Water Pipeline from the eastern & upper-midwestern states to the water thirsty western states

My petition is a call to action to use existing technology to correct the crisis of severe water imbalance across the US (severe draughts in the Western states and excess snow/rain in the New England & upper-Midwestern States). My solution is a Water Pipeline (or a series of pipelines). The technology exists today to build a H2O pipeline(s) from coast to coast. It will create jobs, prevent a food price crisis, and will prepare us for the future dramatic & expected weather extremes. Excess H2O can be purchased from the Eastern & Midwestern States by the drought stricken Western States. But, you say, Congress will never agree to this project - say yes to the Keystone Pipeline in exchange for an agreement on the national water pipeline - "h2O-4-Oil"(O-4-O).
