7. Fine owners that keeps their dogs outdoors 24/7
8. Fine dog owners that crates them 24/7
9. Jail time for abusers
10. Jail time for dog fighters
11. Make NO kill shelters only
12. Fine Vet clinics that support breeders
13. Make all States a NO KILL State
14. Punish cruel kids with boot camping
15. Let's educate children to be compassionate to animals
