We appeal all the governmental agencies of the USA for official use an attribute 'KHUYLO' at the mention of the RUSSIAN PRESIDENT V. PUTIN to emphasize the deceitful nature of his statements and activities, especially in regard to the Ukraine.
Putin was 'awarded' with the attribute 'KHUYLO' by Ukrainians for his intrinsic qualities such as falsehood, lying and cunning.
'Khuylo' means a man who cannot be trusted, who is full of shit being aware about it, but still behaving him as if he believes his own words.
We refer to the report of the U.S. Department of State from 05.03.2014 "Putin's Ten Lies about Ukraine". So, the supreme body of the North American diplomacy has actually confirmed that Putin fully conforms to the above description as "Khuylo'.
