India alone has one third beggars and they all are in very critical situation. All fundamental rights and all governmental schemes are not beneficial for them. So government of India should set up orphanage for them in which they will get education, food, clothes, skill development programs and dispensary for their good life. In the central government budget, the 10 per cent should be spent on the beggars because no one want to be a beggar at all.
