We demand congressional leaders stop their own pay until they establish rules allowing legislators to vote on all bills.

Eric Cantor used the dissatisfaction of Americans, with Congress, to recommend not paying legislators until a budget is completed. Rather than accept his own role, and that of House and Senate leaders, in setting rules and scheduling votes, he wants to punish all legislators for not performing their duties. Since leadership strategically makes it impossible to meet in committee or engage in fair debate on issues, the fault is not that of all legislators. The tactic is political manipulation. Top tier leadership, of both parties and including "whips", should experience the consequence of failure to lead. They should not get paid if they cannot meet basic requirements of leadership; reform the fillibuster, allow up and down votes on bills, and recognize majority rule. It is called democracy!
