Nosey is a 34 year old African elephant who performs and gives rides across the U.S. Since 1993, her owner, Hugo Tommy Liebel, has been cited over 200 times by USDA, with 30 direct violations of the Animal Welfare Act, yet his license is rubber-stamped for renewal each year. Numerous complaints have been filed by citizens and organizations, with little or no response from the department. USDA refuses to order a comprehensive medical exam, despite evidence that Nosey has chronic, untreated health problems and lives in physical and psychological pain. USDA has the responsibility and the power under the AWA to respond to citizen complaints, to stop the treadmill of repeat violations, and to confiscate Nosey and release her to a true elephant sanctuary.
